Gauteng Premier Panyaza Lesufi has dismissed three heads of department (HODs) from the Departments of Health, Infrastructure Development, and Social Development after they failed lifestyle audits conducted by the Special Investigating Unit (SIU). The audits, launched in 2025, targeted HODs, CEOs, and supply chain management officials in high-risk roles to combat corruption.

At a Johannesburg media briefing on Wednesday, Lesufi announced that three of four audited HODs failed to explain discrepancies in their lifestyles. “I have taken a decision to remove these HODs from their positions,” he said, adding that the Director-General would oversee administrative changes to ensure departments are led by individuals with “impeccable credentials.”

The audits, part of a 2023 agreement with the SIU, revealed that 37% of senior officials could not justify their wealth. Gauteng, the only province to audit all HODs and CEOs using state institutions, achieved 98% compliance among 750 senior managers by October 2024. Failed officials were asked to provide written explanations, but the three dismissed HODs fell short.

The SIU also uncovered maladministration, including procurement irregularities and suspected fraud. Reports have been sent to the Public Protector and National Prosecuting Authority for further action. The Department of Health faced scrutiny, with 16 forensic reports highlighting issues like ghost employees.

Opposition parties and unions, including the DA and Cosatu, have urged stronger disciplinary measures and recovery of misappropriated funds.
